My neighborhood features a lotta white folks. They're all over the place. I assume some of them are affiliated with Smoo, while others probably have something to do with the Yongsan base. English everywhere. Almost a shame.
Luckily, across the way, we've got some francophones. I know: my conservative readers are growling, "Luckily?" Heh.
