The US has a rare-earth supply, but we haven't bothered to develop an infrastructure for extraction, refinement, and distribution. That is changing now, and while the US's rare-earth reserves aren't as large as those of other countries, we're on the way to getting at our own reserves faster and more efficiently than is being done in other countries. The great divorce with China continues.
