By way of explanation: this is a construction sign in front of the blocked gate of a local park, telling us that this entrance is temporarily closed, and that the crew is sorry for the inconvenience. Basically, this particular footbridge to the park is closed for repairs. A "closed until" date is given, and the department in question is the Tan Creek Center Facilities Management Team (my buddy Charles noted that Tan could be translated as "Coal"). The park manager is the General Affairs and Personnel Team leader Park Chang-su.
There is no June 31 on this planet.
