Article I, Section 10, Clause 3:
No State shall, without the Consent of Congress, lay any Duty of Tonnage, keep Troops, or Ships of War in time of Peace, enter into any Agreement or Compact with another State, or with a foreign Power, or engage in War, unless actually invaded, or in such imminent Danger as will not admit of delay.
If you agree the hemorrhaging-illegals crisis amounts to an invasion—and that's what Governor Abbott is officially calling it—then the above obtains, which is why it keeps being invoked. Now watch Biden once again run roughshod over the Constitution. For him, the border must remain open! Why? Because these are all future Democrat voters.
Some righties are praising Abbott for his cojones, but why did he wait three fucking years?
