seeking recommendations

If you're a shutterbug who's into cameras with some or all of the lenses and filters and other doodads, and if you have recommendations re: a good, decent, fairly cheap camera to buy (for still photos), I'm all ears. I'm at a point where I want and need to start producing pictures based on what I'm learning re: the "three pillars" of photography (shutter speed, ISO, aperture), composition, etc. I might actually buy some ND filters to see whether I can finally photograph the moon at night with my cell phone, whose nighttime-photography problems I'm now beginning to understand (although I'd already guessed via intuition that the problem would probably come down to filters).

Later on, I'll be putting out a similar post for (1) video cameras and (2) drawing pads.
