Most of us Matrix nerds agree the Oracle was merely another level of control (the Architect strove for balance while the Oracle seemingly strove for peace), but few of us go on to say that she is actively malevolent.*

*The video may be conflating malevolence/evil with cause of human suffering. More precisely: in the philosophy of religion, a distinction is made between two evils that are called natural evil and moral evil. Natural evil is a morally neutral-but-natural force that causes human suffering: terminal disease, natural disasters, horrific accidents, etc., fall into this category. Moral evil is what we normally think of as evil: conscious agency, with all of its dark hungers, plans, and intents, that is the deliberate cause of human suffering. The video calls the Oracle the greatest cause of human suffering in the Matrix universe, so it's vague as to whether she falls into the natural-evil or moral-evil category. If she is indeed a sentient program with her own will and power of choice, then she could be said to be morally evil. But if she's merely a program following inscribed imperatives, her connection with human suffering could fall into the natural-evil category.
