I hope he's right about this. His primary source is "US Intelligence agencies," and these days, I'm not so sure they are any more trustworthy or less corrupt than their counterparts in China.
Once a war starts, all bets are off. And if Xi can't win a conventional war, he's liable to go nuclear.
