What happens when a city stops being the future ? I don’t know but maybe we can ask someone who doesn’t admit in the very first paragraph they can’t speak a word of the local language after nearly a decade living here.

Stupidity and laziness often go hand in hand. That said, the first paragraph of the article actually says this:
After nine years in the country, you’d think I would have learned enough Japanese to liberate myself from the Anglo-American internet, but I’m afraid I’m stuck with flimsy stories about the tourist uptick for the time being.
It doesn't say that he "can't speak a word" of the language. In fact, later in the article, he slings around Japanese terms and their translations, so he may be more Japanese-competent than the foreigner who "can't speak a word... after nearly a decade."
