Supposedly, Canada and Mexico did send human aid (firefighters) to California. While Japan sent $2 million to the Red Cross for the California fires (are they wild if they were/are arson?).

DeleteIt's an overall pittance and nothing for the devastation and deaths from the hurricane destruction on the southeast coast, but they aren't the cultural/Cali elites.
