crowds and personal responsibility

At ROK Drop, a post about crowd-crush protests notes that protestors are angry that the government didn't do more. Some of the protest signs pictured in an embedded tweet angrily ask what the purpose of the state is. I skew libertarian on that question: the state is there for big issues that affect the entire nation, not to micromanage local existence. Otherwise, the state is there to curl up into a little ball and be as unobtrusive as possible. As commenters to the post note, more government is not going to solve problems like this. Why? Because you can't legislate away human stupidity, and people in crowds are dumb.
