This is part of a mainstream-media cycle that has been repeatedly noted by members of the alt-media:
1. Target a Republican/conservative who is in power/holding office.
2. Relentlessly call him Hitler.
3. Pay tribute to him once his term is done while selecting the next Hitler.
George W. Bush has been benefiting from this cycle lately. I didn't like him as a president, either, by the way: the man got us into an unnecessary war, which he proceeded to mismanage; meanwhile, as a supposed small-government conservative, he ended up creating an entirely new branch of government (DHS), all while fucking up our economy. I hope he enjoys life as a media darling now that he's out of office, with a trail of destruction in his wake. I'm not so wild-eyed as to say he needs to be locked up as a war criminal, but the man has much to answer for, and he never will.
"Bipartisanship" is a term of art trotted out from time to time to make sure the rubes don't notice the Uniparty.
