many thanks to commenters

At this point it looks as though the problem is local to Korea; everyone outside of Korea is reporting no problem, and I'm once again able to access my blog via Unipeak. This still doesn't settle the question of whether we're looking at a deliberate blockage, but it is an opportunity for those with their own domain names to praise the virtues of staying away from blog service providers like Blogger/Blogspot.

GEOGRAPHY UPDATE: Of the 7 people currently viewing my blog (12:53PM, Seoul time), only one is in Korea. Of the last 100 people to visit my blog, only 8 are in Korea.

    I wrote a short post about this and so far, several people have responded that no, they can't access any of the Korean blogs being hosted on Blogger/Blogspot.
