RiotWatch: ending soon?

Let me preface this by noting that some of my coworkers (keep in mind that I'm the only Yank in my office; everyone else is either Australian, British, or Korean) are grousing about "car count journalism," a bizarre cousin of "body count journalism" in the Iraq war.

The number of cars torched this night has gone down. An effect of the curfew already implemented by some municipalities?

Un peu moins de 600: c'est le nombre des voitures brûlées cette nuit dans les banlieues. Une nuit un peu plus calme, après l'adoption de l'état d'urgence en Conseil des ministres. Première conséquence, la préfecture de la Somme a annoncé hier avoir pris un arrêté de couvre-feu entre 22h et 6h pour Amiens et sa métropole. Il est entrera en vigueur, pour les mineurs de moins de 16 ans non accompagnés, qui n'auront plus, par ailleurs, l'autorisation d'acheter du carburant, ce soir à minuit.

First result: the Somme prefecture announced yesterday that it had decided to institute a curfew between 10PM and 6AM for Amiens and the metropolitan area. As of midnight tonight, vigorous measures will be in place: unaccompanied minors under 16 will no longer be authorized to purchase fuel.

Le maire de Savigny-sur-Orge (Essonne), Jean Marsaudon (UMP), a instauré une mesure du même ordre dès ce hier soir, de 22h à 7h. Dans sa ville, une classe de l'école Saint-Exupéry a été détruite par un incendie dimanche dernier. Il est le troisième élu UMP à prendre ce type d'arrêté, après le maire d'Orléans, Serge Grouard, et le député-maire du Raincy, en Seine-Saint-Denis, Eric Raoult.

The mayor of Savigny-sur-Orge (Essonne), Jean Marsaudon (UMP), took similar steps yesterday evening, [instituting a curfew] from 10PM to 7AM. In his city, a class at the Saint-Exupéry School was destroyed by fire last Sunday. He [Marsaudon] is the third elected UMP official to make this sort of command decision, following the mayor of Orleans, Serge Grouard, and the deputy-mayor of Raincy in Seine-Saint-Denis, Eric Raoult.

Le Conseil des ministres a adopté hier matin le décret d'application de la loi du 3 avril 1955 qui institue l'état d'urgence en France. Elle autorise, entre autres dispositions d'exception, les couvre-feux, qui s'appliqueront théoriquement à partir d'aujourd'hui dans les zones concernées par les violences. En cas d'infraction, le contrevenant pourra être reconduit à son domicile et risque une contravention.

Yesterday morning, the Cabinet decided to apply the law of April 3, 1955, which institutes a state of emergency in France. Among other special measures, it authorizes curfews, which would apply in principle to those zones affected by violence. In the event of an infraction, the violator can be taken back to his domicile and risks a fine.

L’état d’urgence permet également d’instituer des "zones de protection ou de sécurité où le séjour des personnes est réglementé" et d’interdire de séjour dans un département toute personne "cherchant à entraver l'action des pouvoirs publics". "Les perquisitions seront possibles chaque fois que nous aurons la suspicion de détention d'armes", a précisé Nicolas Sarkozy.

The state of emergency also permits the institution of "protection/security zones in which visits are regulated," and to ban travel in a département of all people who "seek to hinder the action of public powers."

"Police searches will be possible whenever we suspect the possession of weapons," said Nicolas Sarkozy.

Le maire de Bondy et premier vice-président du Conseil général de la Seine-Saint-Denis, Gilbert Roger (PS), s'est d’ores et déjà déclaré hostile à l'instauration du couvre-feu dans sa commune, tout comme le député-maire de Bègles, en Gironde, Noël Mamère (Verts), et le sénateur-maire de Pau, le socialiste André Labarrère.

The mayor of Bondy and first vice president of the General Council of Seine-Saint-Denis, Gilbert Roger, has declared himself henceforth hostile to the setting up of a curfew in his commune; he is joined by the deputy-mayor in Gironde, Noel Mamere, and the senator-mayor of Pau, the socialist André Labarrère.
