DeSantis and the border wall

DeSantis responded, “If I’m [p]resident, we [will because] we’ll declare a national emergency on day one, we’ll mobilize the military, we’ll mobilize resources as that emergency declaration would allow us to do, and we will not take no for an answer. But you’ve got to be willing to do that on day one. You’ve got to be disciplined about it. You got to be relentless to make sure it gets done.”

The Floridian publisher Javier Manjarres asked DeSantis in early May if he would use military action against the Mexican drug cartels. DeSantis said, "Yes."

I'm not a legal expert, but I have to wonder how legal it is to use US troops inside US borders. Some online resources on the question are here. Pay special attention to posse comitatus, which does not refer to a committed pussy. Wikipedia here. I don't think the use of federal troops is impossible, but it's severely limited, less so for National Guard units.
